Lecture
On 17 March 2026, at the Kyrgyz Aviation Institute named after I. Abdraimov, as part of the Information Security course, a guest lecture took place on the topic: “E‑government in Kyrgyzstan and Central Asia: analysis, figures and global trends”.

Lecturer

The lecturer was Kaibyldaeva Begaim Mukhitovna — an international arbitrator, chief executive of the IT companies Business Soft & ICLOUD, and an arbitrator of the Chartered Institute of Arbitrators and the London Court of International Arbitration. She is also a member of the American Bar Association, the International Bar Association, the Association of Lawyers of Kyrgyzstan and ArbitralWomen.

Professional affiliations

In addition, Begaim Mukhitovna is a resident of the Association of Artificial Intelligence of Central Asia (AICA) and IT Park Uzbekistan.

About the lecture

During the lecture the speaker described the development of e‑government in Kyrgyzstan and Central Asian countries, presenting analytical data, statistics and international trends in the digitalisation of public administration. Particular attention was paid to the development of digital public services, key performance indicators, and the role of artificial intelligence in transforming public administration.

Event format

The lecture was held in an interactive dialogue with students. Participants asked numerous questions and the discussion was lively and engaged. Students demonstrated strong interest in digital transformation and received valuable knowledge and practical recommendations for their further professional development.
