
Summary
A new concept for the development of civil aviation in Kyrgyzstan has been developed. It takes into account systemic problems in the sector and proposes measures for its development — removal from the "blacklist", ensuring air service coverage across the entire territory of Kyrgyzstan, development of general aviation, elimination of duplicated functions within management bodies, and other key issues.

Discussion
To discuss the concept, heads and representatives of airlines, the Director of the state enterprise "Kyrgyzaeronavigation", Sh.K. Dzhangaziev, the Director of the Kyrgyz Aviation Institute U. E. Kurmanov and representatives of the media were invited to the Department. In addition to measures for reorganising the civil aviation management bodies, were voiced problems in training and employment of aviation personnel, the removal of Kyrgyz airlines from the EU "Blacklist", as well as prospects for the development of domestic and international air services.
