Regulations on the Academic Council

The Academic Council of the I. Abdraimov Kyrgyz Aviation Institute is the highest elected representative body that carries out the general management of the university.

Purpose of the Academic Council's work:

- determination of current and prospective activities,

- uniting the efforts of the management, scientific and pedagogical staff, educational and auxiliary personnel to train specialists,

- coordination of educational, teaching, research and educational activities.

Powers of the Academic Council:

- considers amendments and additions to the Charter;

- defines the strategy and concept of development;

- considers internal regulations and other local acts;

- resolves issues of changes in the organizational structure; approves the procedure for the establishment and activities, composition and powers of the structural unit council;

- determines the terms and procedure for the election of a director, the procedure for nominating candidates for the position of director and the requirements for such candidates;

- considers and hears reports on the holding of competitive elections to fill the positions of teaching staff, heads of departments, heads of other educational and scientific divisions in accordance with the established procedure;

- makes a decision to make a submission to the Director for the extension of the tenure of the Deputy Directors, Heads of Departments;

- considers cases on presentation of scientific-pedagogical personnel to governmental awards, awarding of titles;

- makes decisions on the appointment of scholarships established by the President of the Kyrgyz Republic and state scholarships for undergraduate and postgraduate students;

- approves in accordance with the existing state educational standards qualification characteristics, working curricula and schedules of the educational process, the list of disciplines of choice, as well as determining the procedure for approval of programs of academic disciplines, individual curricula of graduate students, doctoral students, applicants, as well as individual training plans for masters and the procedure for control over their implementation;

- considers issues of organization and optimization of the educational process, introduction of effective and innovative teaching technologies into the educational process;

- approves the regulations on the current control of academic progress and interim attestation of students;

- considers the possibilities of organizing training under the basic and additional educational programs of professional education declared for licensing;

- manages the preparation for comprehensive assessment of activities, licensing and accreditation of individual educational programs, as well as supervision over the compliance of educational activities with the license and the Charter;

- conducts annual approval of the rules of admission of applicants, annual review of the report on the work of the admission committee;

- approves regulations on the procedure of formation of thematic plans, reporting of R&D;

- makes decisions on evaluation of the efficiency of scientifically organized activities of scientific and training units and on the basis of evaluation of decisions on the expediency of their development;

- considers cases of scientific-pedagogical workers, postgraduate students, doctoral students, applicants for awarding academic degrees and providing recommendations to specialized councils for the defense of dissertations;

- Hears annual reports on the main issues of organization of educational, scientific and economic activities;

- determines the main directions of research and practical works, distribution of financial and labor resources;

- gives consent to leasing of property objects, as well as land plots;

- determines the procedure for the establishment and operation of the Board of Trustees and other boards, their composition and powers;

- considers the preparation and publication of textbooks, manuals and monographs;

- approves curricula;

- approves the symbols (requisites);

- considers other questions about the activities of the Aviation Institute.

The Academic Council consists of the Director, who is its Chairman, deputy directors, as well as heads of structural subdivisions of the Aviainstitute.
